Get the paperwork in Place with the DMV
File the vehicle as dismantled or destroyed by getting a Salvage Title at the DMV, or work with a licensed dismantler. This will remove the vehicle from circulation and add an indicator to the record as totaled. The DMV only handles documentation of the licenses, titles, and other forms related to vehicle ownership and status.
Determine the age of the Vehicle
Any building constructed before 2004 requires an asbestos test. Check with your local landfill to determine the requirements for asbestos testing on any building constructed after 2004. Find an inspector near you on the DEQ website under Land Quality, Hazardous and Clean up, then under Asbestos Inspector.
If it tests positive for asbestos
If it has asbestos, it will need to be abated by a licensed contractor. It will also need to be packaged correctly, with the required landfill paperwork.
Dismantling
By owner
During the breakdown/deconstruction of the vehicle, one must follow new rules for disposing of fluids from engines, transmissions, and Freon appliances, among others. These hazardous materials must be taken to a hazardous waste collection event. The metal parts can either be scrapped or taken to a landfill.
Important: The license plate must be destroyed or returned to the DMV. One must also complete the Salvage Title paperwork from the DMV.
By Dismantler
All licensed auto dismantlers have been approved by the DMV. The dismantlers will submit the specific forms needed to ensure proper disposal and a proper record of the vehicle. Correct recording ensures that a vehicle can no longer be recommissioned back on the road.
